At first you think the beat is just two bars in 4/4, but when you listen to Eric B.'s arrangement (especially the placement of kick drum), you'll hear a bar of 9/8 followed by a bar in 7/8. Eric B. decided to literally move the one an eight note over so that Rakim would land on the one (even though he would miss the one in 4/4).
